How to draw on top of a video

"Add" > "Ink Canvas"
Move canvas to where you want it on the video
Resize canvas
Customize drawing color and pen size
Double click inside canvas to draw
Click outside of ink canvas border to exit drawing mode
Drag on "duration bar" (green bar) to adjust when and for how long this object should appear in the video
